If you have not already uploaded your document in the Document Library, do so by navigating to Set Up / Manage Content > Document Library.
Select the Mail Out option within the User Type drop down box, choose your file, name it and then hit Save.
Once the file shows in the list below, right click on it and select the Copy link address option.
Once the link is copied, navigate to the Messaging Center and create a new mailout:
After dragging a text block into the editor, highlight the text that you would like to use a your link. Select the highlighted text and click on the Link button highlighted.
Then paste the link copied from the Document Library earlier into the LINK field as shown below. You can give a title to the link and toggle whether the page should be opened in a new window.
